An evening with Dr Gower - Institute for the Development of Effective Parenting Techniques.

The lights come on spotlighting an attractive mid twenties woman in an immaculate dress suit. She turns and smiles as the camera focuses upon her. "Good evening ladies and gentleman I an Amelia Stafford I welcome you to today's special programme celebrating the introduction of the The Control and Direction of dependent personages Act (2013). I would like to introduce our guest presenter Dr Gower".

The camera pans out highlighting a bespectacled middle aged bearded man in his mid forties, seated on a black leather seat on the stage dais. Behind him an audience of some 60 people, mostly 20 or 30 year old couples, with the occasional child dotted here and there.

"Dr Gower I believe you an experienced paediatrician specialising in child physiology, and due to this you were appointed to the new Institute for Development of effective parenting techniques, as a senior board member.".

"That is correct Ms Stafford, but I am also the father of 3 young boys, and a strong believer in firm discipline; and it is that combination that I believe qualified me for this post".

"Yes indeed a most impressive resume Dr Gower. Today's programme is designed to answer some of the questions that have arisen following the introduction of this new parenting rights bill. We will begin by Dr Gower answering a few questions about the general rules of the new regime, followed by questions from our audience.
Dr Gower I believe there are 3 main elements underpinning the new regulations?".

"Yes Amelie, children have been growing more and more wild and uncontrolled ever since the growth of so called 'children's rights'. Gun crime amongst youths is at a record high, truancy, teenage pregnancy, petty crimes and vandalism all at historic highs. Prime Minister McKillion has rightly taken the lead in promising to reset the balance once more in the favour of society, over the so called rights of children. Where has common sense gone when Social Workers and the like believe that a child should not be punished when naughty. This situation can no longer be tolerated therefore it has been decided that all children will be subject to a threefold regime of personal discipline and development:

1.Strict physical discipline - Following the cessation of corporal punishment in schools and homes in the late 20th century the behaviour of children has grown ever more uncontrolled. It has become clear that children lack the intellectual skills and maturity to understand the consequences of their behaviour, the imposition of time-outs and grounding's simply lack the visceral impact to change behaviour; and imposing fines for childish crimes punishes the parents who pay the fine and not the child who commits the crime. Yes parents are responsible for the children, however children must also be held responsible for their own actions. How then can children be held responsible? By immediate and severe punishment, the cane, the birch, the mothers firm hand has for thousands of years saved children from themselves, and saved society from children. Therefore the first part of the new regime will be not just the legitimising of corporal punishment, but the imposition of moral and legal pressure on all parents, teachers and Guardians to use it developing their wards moral and social development.

2.Emotional development - The adultification and sexualistion of children in recent ages is simply destroying the innocence of youth. Children apeing the behaviour of so called pop starlets, flaunting the bodies in a manner unsuitable for children. Let me make it clear, children have no sexual identity. There is no need for a child to be ashamed or hide their bodies, a boy does not have a penis he his a little dicky, and such little appendages do not require hiding from the eyes of others, indeed they should be available for display at all times so that the boys Guardians can ensure that the child is developing into a man. The same is true for little girls, why should we waste good money on training bras, that are stuffed with tissues, allowing flat chested girls, believe they are women? Therefore this act has determined that children should now no longer have the right to consider their bodies or any parts of their bodies as theirs. Instead the child should be used to being examined and touched in order for them not to develop emotional hang-ups.

3. Sexual development - Whilst it is clear that no child is a sexual being it is true that a child must be constantly challenged and trained in order for them to developed in sexually mature adults. Therefore their Guardians will be required to ensure that a child develops a broad experience of sexual behaviour. Conversely it will be necessary for Guardians to strictly control when and where a child develops this may involve the use of chastity devices in order to restrict unauthorised self abuse.
Another purpose served by this is to allow parents and medical professionals to ensure that a given child is developing, normally, and that there are no medical issues which need treating, that may have been hidden from sight by false considerations of unnecessary modesty."

As the Dr finishes his last words a subdued murmur runs through the selected audience. The presenter smiles towards the camera "Er... Indeed... a most interesting exposition of the new laws, thank you Dr Gower. I would like now to ask a number of questions which have been sent in by the general public."

"Dr Gower a number of parents believe that it may be inappropriate for them to have anything to do with their wards sexual development, seeing how previously this was considered sexual abuse. How do you answer this concern?"

"When considering this point one must remember that a child is not a sexual entity. A mans penis is a sexual organ whilst a boys dicky is not. A woman's breasts are sexual organs whereas a girls breasts are not. Therefore touching, fondling, massaging or exercising your sons penis is not in and of itself a sexual act - It is no more sexual than wiping their nose or combing their hair. Too often adults assume that children view the world through the jaded eyes of the adult. The rubbing of your young sons dick to ensure penis muscle tone and development should be viewed no differently than checking that a child has cleaned behind their ears.

"It is every parent or Guardian's duty to be as familiar with their child's body, as they are with their own, and the only way this can be done is for them to constantly examine the child's body. through this an attentive parent may discover for instance, that a boys testicles have not properly dropped, or that there daughters breasts are not developing as may be expected. It is obvious that the best way for a caring parent to know whether a boy is capable of producing sperm, and therefore is entering puberty, is to test that boys ability to produce sperm on a daily basis."

The murmur of the audience grows more audible, as the camera pans through the faces it shows the adults displaying expressions ranging from delight to horror, and many of the children staring in jaw dropped amazement or giggling at the Doctors use of 'naughty' words.

"Thank you Dr Gower for that, the next question which has been asked is about how to deal with little boys and girls desire to remain clothes and modest. Indeed how can a Guardian or parent become familiar with a child when they are clothed?" asks the presenter.

"A good question but based on a faulty premise. The solution to this conundrum is not how does a parent overcome the clothing issue of a child, but why should a child be clothed at all? The only reason why a child should be permitted the privilege of clothing is when our climate or the weather dictates. Unless clothing is required to keep the child warm or dry or for some other similar reason that child should be kept nude at all times. Again like the checking of the child's sexual development this will allow a mother or father to easily see whether the child has some physical signs of illness, measles etc., it will also allow a parent to check whether the child is bathing properly and cleaning up after its toiletry expulsions.

"It is reasonable for a child during winter to wear several layers of thick concealing clothes. For example during the journey to school, but whilst at that school or at home permitting a child clothing is simply unnecessary. If a child has nothing to hide why waste money buying clothes merely to satisfy fashion or a child's wishes."

"I see some of you are shocked at this. Allow me to demonstrate visually what I mean". At these words the Doctor motions to a woman off screen. The woman appears in her early forties, attractive in a matronly manner. Despite her charms not a single member of the audience, nor indeed any of the millions watching on TV are looking at her. Behind her walks a small boy perhaps no more than 8 in age, his light brown hair brushed in a faintly old fashioned side parting, wearing a plain white school skirt and grey school trousers, his brown eyes stare fixedly at his shoes as he follows the woman across the stage towards where the Doctor sits. A close up by the camera man on the boys face shows an expression of resigned dread on his face.

"May I introduce my wonderful wife Tanya Gower" Dr Gower introduces as the two make their way across the stage, and my youngest son Sebastian, say hello to the millions of viewers Sebastian. The boy still not looking up mumbles barely audibly "Hu...llo..."

"SEBASTIAN... where are your manners speak up boy, or I shall ask your mother to invite her hand to your bottom?"

"No Sir, Sorry Sir". The boy stammers, he finally lifts his head showing the audience his face. "Good evening My name is Sebastian Gower, I am 8 years old and my mommy and daddy have brought me here to help with a demostat... dimostrat..."

"A demonstration sweety" his mother helps out ruffling his hair.

"Yes a demonstration" interjects Dr Gower smiling fondly at his wife and son. "As I explained a child is a non-sexual being there is nothing indecent about exploring the state of a child's sexual development. A child must not be permitted to develop gymnophobia we mus..."

"I'm sorry Doctor, what is gymnophobia?" Amelia the presenter had moved up to the stage whilst the Doctor was speaking and now stood behind Sebastian, her chest almost but not quite touching the young boys head, a fact not lost on Seb as the boys cheeks pinkened ever so slightly in response to having such an attractive celebrity standing so close to him.

"Gymnophobia, Amelia is the unnatural state of undue modesty, a fear of displaying the human body. Sebastian take your clothes off..."

"Wha... no daddy I can't do that... there... there are all these people here" Sebastian manages to stutter, trying to edge off the stage, stopped only by his mothers vice like grip on his shoulder. A lone titter is heard from the audience coming from a young girl, who if anything is younger even than poor Sebastian. However this was quickly hushed by her parent whom like the others in the audience were sitting forward on their seats peering intently down on the events playing out before them, a drama that mere days before in a more modest time would have been unthinkable. This evening, on this stage however the rules had changed.

Sebastian looking around at the faces of the audience saw no salvation, instead he saw faces staring at him, it was clear even to his young eyes that there was no would be rescuer in the audience, it was clear that this audience this night would permit nothing and no one to interfere and help him.

"Sebastian I will not ask again strip, or be stripped. I think there may be a helper or two in the audience who may wish to help you if you can not comply with my ORDER" the final word in his fathers sentence delivered with such a stern stare that causes even the hardened presenter Amelia to step back in vicarious fear. This back step allows Seb's mother too deliver a smart slap on Seb's bubble shaped bottom...SMACKKK... a loud retort echo's through the stage causing the sound man to quickly tweak the stage microphones, and then to quickly tweak the sound the other way when the audience bursts out in peals of laughter at the sight of Sebastian jumping in surprise, more than pain, at the slap.

With a push his mother directs Sebastian to the very front of the stage, now with his trembling body standing only feet from the intent onlooking audience. Sebastian in fear of his fathers words, and his mothers hand starts to unclasp each button of his shirt. With a heroic disregard for the intently peering faces of the adults he continues his disrobing. The fact that the first row of seats of the audience were now so close that were they to stretch out their hands they could have assisted him in his task he manages not o look at them, although it does not take a mind reader to realise he is acutely aware of them. He looks back to his mother when the last button un-fixes, pleading for her to intervene, when this does not happen he looks his father for an even more unlikely reprieve from this horror he finds himself in, a reprieve that does not come.

His white cotton shirt falls to the ground leaving a pale skinny torso exposed, although not thin his ribs are clearly defined his nipples only slightly darker than his skin are the only splashes of colour on show. There is not an ounce of fat on him, and the outlines of his hips can be seen clearly over the lip of his trousers.

"Stop there for a moment Sebastian' his father commands. Turning to the audience he continues "look at this boys modesty - ashamed to show even his chest in public. A clearer display of gymnophobia I could not conceive of, and this is a boy of 8 brought up, and trust me on this, to be comfortable with his body and all its functions, surely it is such silliness and a national shame that our society would rather we hid the beauty of this boy's body from his family, his friends and others. This is wrong, there was a saying 'children should be seen and not heard'. This belief we must reintroduce. For too long have we heard too much of bleating of children and their desires, and too little of their natural beauty and innocence have we not seen." Catching Sebastian attempting to edge off the stage Dr Gower calmly, but with such authority that it may as well be a shout, says "stay where you are Sebastian, I will have further need of you for the edification and instruction of these good people, they have not seen the end of you, or indeed all of you".

"Now Ms Stafford" turning to the presenter, who throughout this drama had wanted nothing more than to give the boy a hug to comfort him, though her professionalism as a journalist would not permit such an interference with the subject of her journalistic attention, "I believe you have further questions for me?".

"The next question Doctor is the age old problem of coping with the differences between boys and girls. Should any account be taken of these differences when parents and Guardians start implementing this new regime in earnest?

"The 1st thing to remember is that a family is not a democracy, it is a dictatorship. The primary responsibility of a child's guardian is to ensure that the child develops into a fully actualized adult, and not to pander to the child's opinions on what is fair or not. All children are not born equal. Some mature physically or emotionally quicker, some are stronger, faster, taller than their counterparts. Given this it is inappropriate to treat all children equally. This will mean that some children will receive more help than they really need, but more importantly that some children will not receive the full intensive help they need."

During his reply the Doctor had stood and walked over to where his semi naked son stood, a sheen of perspiration covered his exposed skin caused no doubt by the hot studio lights glaring down on the boy. "I submit that it can be seen then that were a parent or Guardian to treats all of their children the same they would in fact be neglecting their children...

"For example the emotional and physical needs of male and female children differ, and will differ throughout the development of the child. What is suitable for a 3 yr. old girl will differ from that required for a 9 yr. old girl, or a 16 yr. old. It is also true that what a 9 yr. old boy requires will differ just as much from what a 16 yr. old boy requires as it will from what an equivalent 9 yr. old girl will require. Therefore I cannot stress too much the need to ignore the cries of 'unfair' and instead concentrate on what is needed. It is far more preferable to discriminate against a child than to neglect it".

During this lecture Dr Gower had lifted the boys arms, running his hands across the boys figure, turning him this way and that as if the boy was a store front mannequin. "Sebastian here is a prepubescent boy. He needs regular attention to assist his penile development and to ensure that his false modesty is not permitted to grow. However I now no longer have to closely examine his rectum after he goes to toilet, as he has been taught well what happens to boys who do not clean themselves properly. Sebastian what is the rules about your bottom cleaning?"

"A boy who permits a speck of 'brown' to remain, will end up with a bottom with a whole lot of red" the boy replies clearly parroting a line learnt by rote.

"And what does that mean Sebastian?" Dr Gower asks.

"If I don't ensure I am clean mummy or daddy will spank me, till my bottom is red" the boy sniffles.

"Yes, now as you can see" Dr Gower continues as he turns away from the ashamed boy and back to the listening studio audience "Sebastian has learnt to ensure his bumhole is squeaky clean, and apart from a few snap inspections he no longer requires much assistance from I or my wife in this matter. However a younger child would clearly still need frequent checks in this. Therefore what is suitable for an 8 yr. old boy is rarely appropriate for a 5 or 6 yr. old boy or girl".

"Thank you Doctor" Amelie inserts when the good Doctor finishes his sentence "I would no like to open up the questions to the floor. If you would like to ask a question please raise your hand and wait for the microphone to reach you. When asking your question please state your name, whether and how many children you care for." This last statement was delivered to the audience who had been staring at Dr Gower and Seb as his father had proudly displayed him to the nation.

A frumpy, solidly built plain woman was selected first, sitting next to her was a young girl and boy aged perhaps 6 or 7, both of whom were achingly beautiful, fortunate not to closely resemble their stern scowling mother.

"Dr" she barked " I am a single mother of 4 children these two Charlie(7) and Abigail (8)" as she points in turn to the children, "and two others, a boy of 12 and a girl of 16. This new Act of law of which I approve generally, states that I most 'physiologically develop my children up to 6 times a day, depending on their age. How can I be expected to oversee some 24 periods of activity each and every day?".

"There are many types of families out there ranging from 2 parents with just one child, to families with large numbers of children such as yours my dear lady" began Dr Gower, "The answer to your problem lays with your problem. You say you have 4 children, well then for each child you have 3 helpers to assist you". Seeing the looks of puzzlement amongst the audience he went on "It would be most time consuming were you as a a single mother have to oversee giving your children 28 handjobs, orgasms or penetrations obviously, but consider these suggestions.

1. The 12 year old boy and the 7 yr. old could perform a mutual oral sex episode, colloquially known as am '89' I believe."

"Er Doctor I believe you mean a '69'," Interjected Amelie.

Allocate a number of activities to such older siblings as chores much as one would taking out refuse or cleaning. You would be surprised just how readily a boy will respond to the mouth or hand of a 16 yr. old girl, even if not especially if that girl is a sibling; and lets not forget the younger girl, she too should join in group physiological directed activities. A young girls hands or mouth is just as valuable a teaching tool as the more experienced hands of a parent.

Nodding thoughtfully the mother replied "Good ideas all, but Doctor even now I have to watch these scamps" patting her two present children on the head at these words "to ensure they complete their school homework and other chores, I would clearly have to oversee that there was no slacking off in the jacking off department."

"Correct, it is the Parent or Guardians responsibility to look to their child's welfare, which we can agree is right and proper" the Doctor replied. "However the state has decided to amend the national curriculum in the schools to further assist you. Schools will be directed to offer all Parents the opportunity to have their wards provided with physiological development classes daily, this is both in school time, and in extra curricular after school clubs. This will allow for 2 to 4 such developmental exercises. After school prostate massaging classes, oral manipulation classes, nude public detention displays etc.

"Of course these classes will not be compulsory for parents to sign up for, at least initially; children of course will have no say. However we recognise that some parents will at first want to monopolise the physiological development activities to themselves. After all there is no better way to build a loving and nurturing relationship with your children then to assist them in masturbating, experiencing intercourse or in exploring their developing bodies as they blossom towards maturity; and where these parents or Guardians can ensure that the child's needs are being fully met, the state will of course not seek to intervene. The camera and microphone pans over to a man wearing thick black rimmed glasses, with a neatly trimmed beard. A face that would not be out of place sipping coffee on the banks of the river Seine discussing philosophy. "Whilst I may not be a parent or 'Guardian' whatever they are Doctor Gower, I am of the opinion that this law concerning forced nudity and sexual activity is a pedophiles charter and is nothing more than sexual abuse..." The man's bearded face quivers in righteous fury during his speech, "What say you good Doctor?".

"Absolute tosh and nonsense" the Dr replies. "A child is not a sexual being, touching their penis or penetrating their anus is not a sexual act, on the child's part. The only sexual person when an adult father, for example. masturbates their preteen son is the father. Therefore it is the motives and mens rea of the father, in this case, which determines the sexual connotations or otherwise of any particular physical act. The law is clear where the father or mother have sexual contact with their children, they should do so out of love for their children and because they wish to develop them. As long as this is the case then such a union between parent and child cannot be abuse, indeed it can only be the most loving of natural things. However where an adult parent or otherwise has sexual contact with a child solely or mainly for their own pleasure this is abuse, and as such will be punished most harshly. As long as this occurs because the father wants to develop his sons oral skills this is NOT abuse, that is education. "I think another example is in need. Sebastian..." Doctor Gower beckons to his young son standing topless, his mother behind him hands on his shoulders, "come over here."

The eyes of the audience which had long forgotten the boy, much to his relief, when the conversation turned to new questions, quickly turns back upon him, causing his pale almost anaemic skin once more to flush in embarrassment.

His mother seeing the boys obvious reluctance gives him a gentle push. Seb slowly walks from his mother to stand by his father.

"I will now demonstrate why what this man thinks is abuse, is really the strengthening of a caring and nurturing relationship." Dr Gower turns and with a shocking quickness hooks his fingers in the front of the boys trousers, with a quick flick the trouser fast unclips and the trousers come tumbling down as Dr Gower tugs them to Seb's ankles.

Seb mortified at his public defrocking gives a little shriek and bends in an attempt to rescue his fallen trousers to hide his tiny briefs, and hide his much larger embarrassment. His father quickly puts a stops to Seb's vain attempt at restoring at least some semblance of his modesty, by the simple expedient of taking an ear lobe and twisting the boy back to a standing position. Seb's hand jerked away agonizingly close to his fallen trousers, to protect the integrity of his tweaked earlobe.

The audience, not to say the millions watching at home, are treated to the sight of tiny blue under briefs, snugly fitting briefs which outline a small bulge that intimates at the treasures hidden beneath.

"Tanya come over here and help me for a moment dear" the Dr calls out to his wife.

Seb's mother comes over and kneels on one knee in front of her son.

"Now Sebby" his mother says "lets have these briefs down, they leave little to the imagination in any case." At these worlds his mother moves her hands to either side of the boys hips with a finger hooked in the top of the boys briefs.

"Mummy... No... please don't..." the boy whines in rising panic, only held from running away by his fathers firm grip on his ear.

"Don't be silly Sebby, I've seen and washed your little pee pee countless times before" the mother scolds.

"I know Mummy you may have seen my pee pee but all these people haven't," Sebastian replies, causing a burst of appreciative laughter from the audience and a smile from Amelie the presenter at his quick thinking defence of his diminishing pride.

"Trust me Sebastian, your little 'package' whilst cute is not sufficient to shock anyone here or in TV land." This motherly critique elicits a further burst of audience appreciation. Tanya emboldened by the audience's support pulls Seb's briefs down with a flourish, displaying with a motherly pride a small bobbing dick barely 2 inches in length, even with the uncircumcised tip which adds a few millimetres to the Seb's less than impressive stature. "Whilst Sebastian here is prepubescent and cannot produce any sperm" at which words Seb blushes even more intensely "we still feel that regular penile muscle toning is important if the boy is to develop, and as I sure that most of you are aware the penis is a muscle just like any other," he continues.

"The camera which is even now beaming this live to millions of homes" Amelie the presenter interjects, perhaps feeling that she has lost control somewhat of the proceedings. At this Seb starts gently sobbing realising that not only is he standing naked in front of 60 strangers, but that millions are now intimately aware of the development of his private parts.

"Stop that right now Seb, you're embarrassing the family." His mother, annoyed at Seb's lack of control, reinforces her command with two sharp slaps... Smaaack, Smaaaack, one each to each buttock. At these words Tanya tips Seb's chin up and directs it gently into the big black soulless lens of the studio camera. "...Soo... Soor... Sorrreeeee..." Seb manages to get out between his half choked sobs of shame and gasps caused by the manipulations his penis had been going through, his mother not slowing her movements in the slightest during her husbands words or her sons national apology.

Instead of answering Seb "shouts coo-coo, coo-coo" whilst jiggling and shaking to a massive dry cum, made even more draining for the boy as his mother does not stop her rubbing for an instant. At this shouts of coo-coo a spontaneous round of applause echoes around the hall, every man, woman and child applauding the scene, of course except the lone outraged man who posed his question so long ago. Seb stops his movements with a final jerk at which point his mother much to his relief, and the audiences disappointment stops her ministrations. Tanya his mother after all smothers Seb in a big hug, grasping Sebby to her bosom as he sniffles into her shoulder, kissing him gently on the cheek murmuring gently "There, there my little man, well done it won't be long before you can spend like your brothers" at which words of comfort Seb cries softly "Thank you mummy".

"Now who amongst you can doubt that what we have all just shared was a joyous bonding between mother and son?" Dr Gower proclaims. "Here a mother and son have shared a moment of true closeness, the mother has ensured that the child is developing physiologically, and the child has the pleasure of knowing that he has pleased his parents and been dutiful to their will."

"Thank you Dr Gower I am sure that your words and this most unique demonstration will empower the parents of children throughout the country, to grab with both hands the opportunities for all this new act. A final question though Dr Gower, if I may, I understand this act is being phased in over the next 12 months can you explain how this will work?" Amelie says as the camera pulls back from the shaking boy and his mother and pans once more on the presenter.

"Yes, as of now the procedures laid down in the act, Nudity, exercises, corporal punishment, submission to one's parents, is legal. However we expect that for the first couple of months it will be a few trail blazing enlightened parents who take the lead. We can therefore expect to see more and more nude children on our streets, in our shops and schools over the coming months. It is hoped that these numbers will increase naturally through parental development until the vast majority of children are actively under this new regime. However it must be borne in mind that after 12 months of 'bedding down' the Act becomes compulsory at which point these parents whom for whatever reason have failed to implement this regime must comply, or their children will be passed to court appointed Guardians for care," Dr Gower explains.

"Thank you Dr Gower and thank you Seb," Amelie replies smiling at the nude little boy who has finally stopped smiling and now stands next to his mother, his little pee pee deflated but still red from its rough treatment.
