FORWARD
This first episode may be skipped. The real action starts in the next episode. Below however is the fictional setting and legal framework for a planned series of stories. This world has changed the rules and now requires parents to ensure their children are developed sexually, morally and physically.

The series plan is that it will focus on the Cooper family (Although they don't appear until episode 3) as they come to grips with the new regime.

The Coopers are a family of 6:

George Cooper - Father
Strict and somewhat distant but loving Father. Think distinguished late thirties or forties, dressed in jacket and trousers.

Heather Cooper - Mother
More relaxed and concerned with the children. Somewhat harassed by taking care of 4 children.

Ruth Cooper - Daughter (14)
Only daughter. Somewhat spoiled and very immature.

Thomas & Richard - Sons (11 & 10)
Two average boys, close friends, noisy and rambunctious rather than naughty.

Lee - Son(7)
Baby of the family, excluded by his two older brothers, something of a mummy's boy.

The plan for the series is to watch the Cooper children as they go about living a normal life (school, shopping, holidays, dentists, dates, puberty etc.) whilst coping with drastic changes in their status. The series will follow the entire family but obviously concentrate on the 3 sons. As the series progresses the Coopers will be initially guinea pigs for the new regime. The first in the school, neighbourhood and so on; but as the series develops the number of children who join them increases until they become the norm.

Elements in the series will include : forced nudity, spanking, caning, non consensual sex between children and between children and adults, public humiliation (including potty training of pre teens, verbal belittling of size, public orgasms).

Please note I don't intend this to be an extreme series. No SM or serious physical harm as the premise of the story is that the Coopers are loving parents, who want to do there best for the children.

Episode 1. The Background.

The year is 2010 the decline in the moral standards of the entire world continues at full pace. The politicians continue their affairs, business leaders take their kick backs, and so it goes on down the ladder of society. At the base gangs of half feral children roan the streets, stealing, burning, robbing with impunity the law neutered by generations of liberalism powerless to save them from their own follies.

Into this morass of filth and hopeless despair comes one ill favoured by his peers, derided by the press, unknown by the people. This man has a plan, this man will take back his country, he will forge a future for all our children....

BBC News Report - March 29th 2012:

Today the Prime Minister has laid out plans for several new ministries and quangos in order to push forward his plans for the saving of our children. These institutions will include:

The Institute for Development of Effective Parenting Techniques. This institute shall research and develop techniques for effective parenting. They will also provide such training materials as is necessary to enable Designated Colleges to train Guardians in these techniques. Wards may be drafted to the Institute to enable practical and empirical research to be undertaken. Neither Wards not Guardians may resist such invitations. Techniques to be researched include the optimum methods of preventing undue modesty in children by the use of display positions; the must effective use of the cane and developmental exercises.

Designate College for Training Parents. These colleges shall be set up in all local communities. They shall provide training to all prospective parents in approved parenting techniques. They will also be responsible for issuing breeding licenses and permitting the withdrawal of compulsory chemical sterilisation treatment for those parents who successfully complete the training, and wish to raise children. These colleges may draft Wards who are subject to judicial punishment orders in order to facilitate the effective training of prospective parents and/or Guardians.

Supreme Court for Juvenile Justice and Development. This shall be the highest court in the land and shall have all rights regarding the control and direction of dependent persons vested within it. The Court may issue any order it feels equitable. There is no appeal. As a court of equity the court is not bound by rules of evidence, natural justice or precedent.

Institute for Development of Standards in Public Life. Will be an institute for the setting of minimum standards in the discipline of our children. The Institute will second members of the community with experience of youth justice, Doctors, Head Teachers, Police and academics who subscribe to the principles of effective parenting.


BBC News Report - January 1st 2013:

Today is the first day of the introduction of the Control and Direction of dependent personages Act. An epoch move in the rights of children. The introduction of the Act was celebrated by a large demonstration in Hyde park, where hundreds or thousands of parents celebrated the new legislative order. For those interested in learning more about the new Act and its provisions the BBC is pleased to announce that Doctor Gower (PhD) of the 'Institute for Development of Effective Parenting Techniques' will be giving advice to Guardians on the new regime to a selected audience of Guardians. This event will be live tonight airing at 8.00 p.m.

Excerpts from portions of The Control and Direction of Dependent Personages Act (2013).

This Act shall determine the rights and responsibilities absolute of all dependent personages in this state.

1. Definition of a dependent person. A dependent person shall be an individual who is:
a) under the age of 16, or
b) is over the age of 16 but is not yet 19 and is not either i) Married in accordance with the new regulations or ii) Married in accordance with the previous regulations, and that the Marriage was solemnised before 01.01.13 or
iii) A member of the armed forces.

Where a marriage is annulled (so as having never been) then the parties shall be deemed once more dependent persons, unless those parties were party previously to a marriage desolved by decree absolute, wherein that marriage was created in accordance with proviso s.1(a)(ii). The Military means the army, navy or airforce but not any reserves, national guard, militia or any other form of national service.

2. Guardianship. The SCJJD shall determine within 1 month of birth the Guardian. In whom the rights herein mentioned shall pass. A Guardian may be taken to man a married couple (being husband and wife) whereupon such rights will pass to both members of the couple. Where disagreement upon the appropriate directions occurs between the Guardian couple, the final say shall resolve solely in the oldest Guardian. Wherein no such determination is made by the SCJJD the Guardianship of a child shall fall to their parents.

3. Rights of Determination. The Guardian shall have the right to determine the feeding, clothing, discipline, education, development, marriage, employment, behaviour, actions, and all other aspects of life at their sole and absolute discretion, save for the directions that the SCJJD and the Instituted Colleges may impart. In such circumstances the directions these institutions shall pass shall take precedence.

4. Immunity to prosecution. Where a Guardian exercises their rights under these provisions, and in doing so causes physical, emotional, or financial harm to their ward they shall be immune to prosecution, equitable or civil action. This immunity may be removed at the order of the SCJJD. Such removal may where justice directs be made retroactive.

5. Physical interaction. A Guardian shall use corporal methods of instruction as the preferred manner of child direction and development. Such use should be in accordance with the guidelines set out by the Institute for the Development of EPT. However where appropriate and as long as it accords with the principles of the Act, punishment of differing severity or amounts may be substituted.

6. Responsibilities. The Guardian is not vicariously liable for the actions of any dependent person aged 10 or above. They are vicariously liable for bands (A...C).

7. The Guardian is responsible for ensuring that the Dependent Person maintains the physiological development specified to a member of its age group. No such act by the Guardian or any individual directed by the Guardian may be guilty of assault or indecent assault, if it is done in pursuit of the aims of this act. Developmental Acts not specified or explicitly recommended or not de jure illegal, but are not covered by the express limitation on liability prescribed herein this Act.


APPENDICES.

Specified minimum standards for effective Parenting are as follows. These may be improved upon but never reduced unless with the written court order of the SCJJD.

Physiological developmental exercises actions per day: Ages 0-4: nil
Ages 5-9: 4
Ages 10-14: 6
Ages 14-18: 4

An action is a discrete episode of activity which develops or maintains the Dependent Persons physiological development. Where physiologically possible these actions should continue to ejaculation or orgasm; or in the alternative sustain development for a period of 15 minutes.

Physiological developmental exercises actions include masturbation, fellatio and cunnilingus, anal and vaginal intercourse and object penetration, prostrate massage, and use of suction devices.

Permissible methods of discipline:

Ages 0-4: H

Ages 5-9: H, P

Ages 10-14: H, P, C

Ages 15-18: H, C, B

Maximum penalties (strokes):
Ages 0-4: H 10
Ages 5-9: H 100, P 50
Ages 10-14: H 250, P 50, C 50
Ages 15-18: H 1000, C 50, B 50

Age Categories:

The age of a youth is strictly determined by the date of birth. No adjustment will be made for early or late onset puberty. However the SCJJD reserves the right to impose a classification on any specified youth different from there chronological age where they deem fit.

a. Definition of a Baby: until 2nd birthday
b. Definition of a Toddler: 2 to 4 c. Definition of a immature child: ages 5 to 9 d. Definition of a child: ages 10 to 14 e. Definition of an immature adolescent ages: 15 to 18 f. Definition of an adolescent: ages 18 to 21 g. Definition of a mature child: Over 21 but unmarried or member of the Military.


Difference between a 'Modern Guardian' and a 'Parent':

A Parent is defined by the new regulations as an individual who begets a child (whether male or female). A Modern Guardian is an individual that the Designate College has determined is the appropriate adult to monitor, develop and train the child. This designation takes place within 4 weeks of birth. Normally this will be the Parent, as long as that Parent has successfully completed a course of effective parenting at a designated college. However the Designate College retains the absolute right to determine who shall be the Guardian. This for example may be another relative or a stranger. In determining who shall be the Guardian the court must first have regard to the needs of society, then the needs of any/all potential Guardians, then the financial implications of any order to the State, and finally the interests of the Child.


Legal rights of the Modern Guardian:
The Guardian maintains the right to determine absolutely the following aspects of the wards existence.

1. Food eaten (but must be of sufficient quantity) 2. Patterns of sleep.
3. Clothes worn.
4. Discipline.
5. Behaviour.
6. Location of residence.
7. Name of child.
8. To whom if anyone child may marry.
9. Any employment opportunities.
10. Any property whether in personam or in rem. 11. Any and all matters not reserved to the SCJJD.

However the following aspects of the child are predetermined on age grouping:

1. Physiological Development Exercises.
2. Physical Exercise.
3. Directed Education.
4. Any and all matters the SCJJD deems appropriate.
